Stacking sets on players

Cleanse effects that are available on necromancer, warden and templar do not work as intended against sets that stack in PvP. These include relequen and jerall and every other set that stacks. The cleanse effects that are available on those classes only remove the stacks. Why do the cleanse effects only remove singular stacks and not the full debuff. If that's how the game perceives it how come pain's refuge cp not perceive these sets the same way?
