Gifting System for Newer Players is Unwelcoming

As a returning player being joined by a newer player, I am frustrated and sad to see the current state of gifting in ESO. I have opened multiple support cases from a process where I'm told I have to open a special kind of support case to request gifting access to subsequently receive a generic rejection with an option to appeal, which I did, only to not receive any response for several days.
I understand the frustration and concerns about scammers and spammers but coming from the outside I feel a lot of this is a bit much. The Crown Store is heavily promoted in the game when you first log in and each time you login thereafter, there is a big focus on limited time items and perks for ESO Plus members. For the game to focus on those things but treat gifting so brutally, I just don't understand it. I purchased a large sum of crowns to get limited items my partner wanted to receive for us to enjoy while playing. I've already purchased a large number of items for myself. I just don't understand why this system has to be this difficult for those who want to make use of it for legitimate means. This experience has honestly been very frustrating and difficult. There are items I would like to gift that are going to get pulled before the week is over and there is nothing I can do right now to remedy the situation.
