Tentacular Motivation Upgrade seems to work in all zones

Bought the Tentacular Motivation upgrade in Endless Archive - tooltip says it's supposed to only work inside Endless Archive - but now my character is moving faster in all zones.
Appears only to work on the character that bought the upgrade and has been inside Endless Archive, not the other characters I have. Almost as if the buff or whatever it gave the character failed to be removed when they exited the arena.
Is this normal?
