Good idea. You don't always know who you'll be grouped with. Sometimes the win 3 BG's quest could take hours if you keep getting grouped with newbies/lowbies.
You can still abandon these type of quests, pick them back up, and get a different one right?
Point being... Since you can always save the one you don't like for last, it doesn't seem too problematic to me that one would be slightly difficult.

It would be kind of neat if you were matched against players closer to your Tribute rank, such that unranked players are not likely to compete against a top-100 player.My point is that it is demoralizing for newer players who may play 9 or 10 matches to win 3, which is off-putting.

I did not say you thought it was guaranteed, I only pointed out that it was less likely. The part that was meant to address the argument of ZOS's palate is to point out that there is no in-game basis for the claim that ZOS would find a hybrid strategy to be superior. Thus far, they have shown a strong preference for granting credit for various things on either completion or a win alone. I hope this helps to clarify my opinion.

It is more likely than what is suggested in the OP. Hands down. If Zenimax does make a change it will either be along the lines of my first suggestion or second suggestion.
Again, that is based on the if a change happens which is a big if.
