First fragment drop of the day bugged or nerfed (9.1.5 Update 39) [Closed]

I noticed a change to the way the first fragment drop behavior has changed. Before the last patch, I could go through each of the public dungeons and grab a fragment fairly quickly. Since the last patch, I'm either rolling 1's on a cursed die, or there is a bug/nerf. What it feels like is there is now a cooldown when triggering the initial drop bonus or certain public dungeons are bugged. My observations on the troubled dungeons so far:
- Gorne - ran through half of the dungeon before my first drop - before the last patch, I could do a few groups of mobs and maybe a boss or two.
- Spire of the Crimson Coin - ran around the dungeon 2.5 times (about 10 mins?)
- Silent Halls - ran through twice but didn't get a drop (was too tired to continue hah)
If no one else has noticed a change, then I guess I can attribute it to my typical crap luck.. if others have noticed, then either there was a stealth nerf or a bug was introduced. Anywho, thank you for reading!
