That's been the way they roll with new chapter content since I've been playing, a few years now.
Necrom will not become part of the ESO+ base sub until it's been out for at least a year IIRC.

Likely though the Necrom chapter will go on sale during the event for a nice discount, so not free but it's something.

Isn't there usually a sale when this event rolls around? I swear Blackwood and High Isle were like 67% off when this type of event rolled around, but that doesn't seem to be the case this time.

The event running while Necron is at full price simulates full price sales. There is plenty of time to run a limited time sale during the event's duration to simulate additional sales.

I was surprised there isn't a sale (on PC) as well. I haven't gotten around to buying Necrom yet and when I saw the announcement I assumed there would be a sale as well like there has been for previous chapters and decided I'd get it then. But it looks like I'll keep waiting.

This is how community events have always worked.
And it has been advertised as such since first mention of this event, but also the community events of previous years.

For me it is just another event where i cant get the tickets cause my game refuses to upodate and i have rpeorted this issue about a thousand times now even to GINA and no one cares to help me fix the issue. One reason why i didnt buy this expantion at all they refuse to fix the issue i am having. But all in all for me it isnt about the new area and the vent being there it is just a denial of event tickets thrown harder into my face.

Maybe it went live a little after the in-game event because on Steam it's on sale now!

How so? You were referring to ESO+, new chapters were never free under ESO+. Not saying I agree with it but in ZOS's eyes it's a big difference.

(1) Offer free access to the event zone for one weekend of the ten day event period, so that people could test it out. Wow, did you miss the point. No, Clockwork City is not a chapter. You'll notice I never said it was. It is, however, a paid DLC, and a zone, which is what I called it.

The point is that DURING EVENTS IN THE PAST, ZONES FROM DIFFERENT CHAPTERS AND/OR DLC ZONES WERE OFTEN PAIRED TOGETHER SO THAT YOU WERE MORE LIKELY TO HAVE ACCESS TO AT LEAST ONE OF THEM DURING THE EVENT.

I don't know how long, you've been playing, but I've been playing since shortly after One Tamriel, and this is a fact.

What events have had 2 zones from different chapters or DLCs? I can’t think of any events that used two unrelated zones in a single event. I’m not saying you’re wrong; just that I’m having a hard time thinking of such a thing. Do you have examples? A source?

my comment was from two months ago and this post was about needing Necrom during the new Necrom event.

new chapter events, new emphasis, are only about the new chapter.
when that chapter event returns yes it gets paired with another dlc if that year had other related dlc like the
- Daedric War, previously Tribunal
- Season of the Dragon
- Dark Heart of Skyrim
- Gates of Oblivion
celebrations

for example the greymoor event didnt get paired with markarth when it happened as markarth hadn't released yet.

now the only other thing we got besides Necrom this year was Endless/infinite Archive, but it too had not released yet when the Necrom event happened.


and eso plus only includes new chapters when another new chapter releases so honestly i am confused why the post was made.
there have been chapter events for five years now.

summerfall was the first one and it also wasnt possible to participate in without the chapter because it was to celebrate the chapter when it was new.

and that's when i started playing, since summerset.
