Small locks up at random

I got a new PC recently, the drivers are literally just one update out of date and have been noticing stuttering issues off and on for the last 2-3 weeks. I can be on the game and in a dungeon, will notice it stutter while moving/attacking, tab out with this game open and it will stutter on a web browser page. It's only this game, no others, Windows is up to date when I last checked. I have also done a scan and repair prior do this post.

Windows 11
EVGA 3080 12GB
Nvidia Drivers 537.13
i5 13600K
G. Skill Trident Z5 DDR5 5600 (running at 4800 as I just found that out the other day, no clue how to fix that)
Game is on a Crucial P3 NVME.

Everything should be up to date minus the drivers.

Have you tried any troubleshooting for either the crashing or low fps?

If not, you can start off trying the steps found here.

Sorry, Chrome is kind of breaking with elements, so it's been a bit tough to get to the website on here, going to switch to Firefox after this until they fix the bug.

My PC is not crashing one bit, btw! It's just stuttering.

Again, I have tried all those steps pretty much as is. Windows 11 is already up to date, I am simply one graphics driver update out of date, I have tried the repair option. I can try lowering the FPS but it only goes to 100 as is, as that is the maximum ESO allows anyway. Going to 60 I can't see helping. It actually effects my entire PC, if I'm ESO and have Firefox open on the second monitor, I can watch as my cursor freezes from time to time. Sometimes hitches during game play as well.

I will try removing add-ons and playing after I get caught up on what I want to do with lorebooks if I can get that done today. It wasn't doing this when I first installed it, let me be clear, it's been progressively getting worse over time. I have no clue as to why either and I can't always catch when it happens as sometimes FPS just drops in areas. I'll try to keep a look out.

If all else fails, I'll try to uninstall and reinstall it.

I did finally reinstall it, no changes at all. I made a ticket to see if they can narrow down the issue.
