Seventh Legion set doesn't seem ot be working right or I'm wrong?

This set says it procs when you cast an ability that increases your physical and spell resistance while in combat. However, it isn't proc'ing off the restoration staff skill/morphs Blessing of Protection. This restoration staff skill grants minor resolve, so I'm not exactly sure why the set isn't working with this skill so I'm not sure if this is a bug or intended. If anyone knows can you let me know?

(Also, I posted this in the combat thread, but I'm not sure if this needed to be posted in this thread, the combat thread, or the Bugs thread, but I figured this thread might get some answers too. Thanks )

It says ''while in combat'', were you in combat? Or in a no-proc area?
