Seventh Legion doesn't seem to be working right

This set says it procs when you cast an ability that increases your physical and spell resistance while in combat. However, it isn't proc'ing off the restoration staff skill/morphs Blessing of Protection. This restoration staff skill grants minor resolve, so I'm not exactly sure why the set isn't working with this skill so I'm not sure if this is a bug or intended. If anyone knows can you let me know?
