Has anyone confirmed if the CE treasure maps are leveled by character or location?

I'm about ready to start one of my main quester toons and want to know if I need to level him before using his maps.

The home faction levels with you after that the other factions zones top out at lvl 50/ VR1

So that is for mat spawns and loot even for the starter zone treasure maps? So I can level him and go back and run the starter zone treasures for better loot?

Sorry, just want to be sure, other forums have said the starter zone treasure maps are tied to starter zone level (Stros m'kai Lvl 4-5).

The loot seems to be zone appropriate (so Kenarthi's Roost maps will find stuff around level 4).
