Only light and heavies.

Very succinct answer: ground placed aoe dots will apply enchants. As there are no ground damage abilities resto staff enchants only proc on lights and heavies.

I have never seen a weapon glyph proc on anything but damage to enemies. Resto light and heavy damage enemies. None of the skills do damage.

If you're a healer and use weapon enchants on the resto staff, then you need to do light attack weaving to trigger it.
