Single, hanging Harbor Float...
Blue Hlaalu lights (lamps, streetlights, etc.)...
(I've tried recreating the blue glow by inserting various other sources of blue lighting inside the existing Hlaalu lights (Psijic orbs, Varla stones), and it doesn't work. You can see faint blue light reflecting off the surroundings, but the lights, themselves, do not inherit the blue glow from the inserted assets; they retain their designed coloring, even if turned off.)
