Started happening today, tried all that you stated, as I did last time and no go. Last time it cleared up in about a week.
UK or NA same issue. PTS I can login to. I believe PTS is the cause. I quit it last time and issue cleared up.
Removed PTS, now I can log back into prod servers.

Got off of PTS and deleted and issue solved.

On a note.
My second account never has this issue.
Important differences.

1) it does not have plus
2) it is thru epic not steam
3) it has never had a PTS on it.
