Almost all zones have 1, Auridon is one of the rare outliers. Why Auridon? I would joke that the High Elves are so rich they need 2 banks, but then Alinor (Summerset) itself only has 1. Considering the wayshrine and dolmen placement, it's possible Auridon was just designed with convenience in mind above all else.
Once you complete the quest in Reaper's March, the second city has a bank as well. Same with Malabal Tor, which if I'm not mistaken has 3 banks if you complete the beginning quest of that zone. Green Shade has two as well. I'd wager the majority of zones have 2.
Do any of these outlaws refuges have full banks, though? They tend to have moneylenders, who don't give access to guild banks and stores. This is wildly inaccurate. There are multiple cities in those zones but that doesn't mean every city has a bank. Technically every major zone has more than one bank if you count the ones in outlaw refuges.
