Framerates Great on some login's and horrible at others?

This is odd.... sometimes I log into ESO and get 100+ fps, and other times I log in and struggle to get 30-40fps. I have seen this on the same toon , in the same town. Seems totally random. I have nothing running in background different between logins.

Whats odd this seems to have popped up since NECROM came out. I was almost always at 80-100+ fps before NECROM.
