Outfit station is account wide and not per character, so that shouldn't be the case. Maybe have him search for a motif you know he should have in the search bar to make sure it's not hidden somehow, and make sure he did in fact "eat" (use) them.

Style pages are account wide, but I’m fairly certain that motifs are character specific.

Make sure that he's looking at the outfit station right. Top left, use the dropdown and select outfit 1, then on the right make sure that there's no filters on.
