When I try to quit from the game, the game hangs and stays open, slowing entire PC down.

This is only a problem with this game, I thought maybe it was a problem with geforce experience automatically setting the user settings, when i did fresh settings(with FPS to 240 frame tweak, mip_load -3 and skip pregame video) it worked for a bit but now it's back to doing it again.

this is a screenshot after I typed /quit in my house, the client is still open and can't even be closed by task manager, it slows down my PC as well, which is odd considering the hardware I have. I tried verifying/repairing game files and it found nothing wrong, and the only way to get it to close is to shut down/restart the entire PC. There is never any issue with the actual gameplay, never hangs, no problems or anything until I try to quit the game, I am not sure what could be causing this as it happens without any addons installed as well.

PC specs:
OS: Windows 11
GPU: NVIDIA RTX 3090
RAM: 64 GB
CPU: Intel Core i9-12900KF
ESO is installed on an SSD

This was not happening back when I was playing during high isle, so I think this is a newer issue that cropped up, it's a fresh install of the game and I have no idea why this is happening. If it matters I don't have ESO+ but I own all the DLCs in the game, but this happens outside of DLC areas too, more times than not trying to quit the game does this rather than it actually quitting like it's supposed to, and this is the only game I have this problem with and I play much more intensive games (baldur's gate 3, diablo IV which uses a crazy amount of VRAM/system resources/etc, AI machine learning tools which max out my hardware, etc)

    (edit button didn't appear so adding more info) when this happens the PC slows down so much that after unsuccessfully trying to close it with task manager, not even task manager itself will close. I am also using Canary build of Windows if that's any use to help diagnose.

    edit 2: It seems like after waiting 10 minutes of it being hung/stuck there, it did finally close, however it's insane that it takes that long and what it does to my PC performance while it's trying to close itself down... I have no idea why this occurs. it left a crash dump file too, anywhere I can send that?

    What do I do if ESO is crashing with the error "ESO has stopped working"?

    Did all of that without even seeing article, tried repair on the latest windows update (Canary build, however), all addons were removed, etc... Right now it seems to be working fine but it seems to pop up as an issue randomly; and when it does it ONLY occurs when quitting out of the game, once timer hits 0, gameplay works 100% fine. It seems to stopped stalling when I disabled Windows error reporting and crash dump creation stuff through registry though, so maybe the stalling was just it dumping memory and such for the crash.

    I and many other people I know have been randomly getting this issue for a while now (6+ months maybe - it's been so long that I can no longer remember which update it started with). Then it will randomly go away for a while.

    Often seems to return after a patch or a maintenance. I've just gotten used to quitting the game, counting to 15 in my head, and force quitting from task manager if there's still an eso screen open.

    the thing is, for me, it won't even force quit from task manager when this happens. it slows down to a crawl and slows my entire pc down and even crashes the task manager; that said, it must have something to do with the way it does memory dumps since it left like 8gb dmp files last time it did it, when i turned off all crashdump stuff through Windows Registry it seemed to stop doing it entirely for now at least.

    so far it's continued to help. I'm wondering if the hanging was entirely due to windows error reporting/memory dump/etc stuff.
