Damage should scale from only weapon or spell damage.
Healing should scale from only magicka or stamina.
Core combat ability cost, block percentage, and damage shields should scale from health.
Problem solved. No more unkillable pvp damage builds. You only get two out of three.

I don't believe Battle Spirit affects how much damage blocking negates. Maybe blocking effectiveness should be halved in Cyrodiil?
Aurora/Binding Javelin cannot be blocked.... are there other skilled kinds that?
