Does losing access to the DLC stop you using the skill? If not, a month of ESO+ is the bootstrap.

It does stop you. You can't scry without access to Greymoor, even if you had it previously.

While we're at it, my second and third account would like Necrom and all the costumes in the game.

(Sarcasm off: this is obviously a bit of a weird thing to ask. You can currently enjoy ESO+ for free, or save up gold so someone can sell you the DLC)

you can give someone gold for them to gift you a crown store item
they'll of course specify how much gold they want for it.
