I found the changes to be underwhelming so here's some spice.

Flame
1. Applies a stacking DoT lasting 5 seconds instead of 20.
2. Applies a DoT lasting 5 seconds. If the same enemy is hit again, it causes an explosion dealing low AoE damage and applying the same DoT to all nearby enemies.
3. Reduces the armor of the target by X, depending on how many fire-related effects they have on them, for 10 seconds.

Lightning
4. Final tick splash damage scales with the main targets Max Health. Targeting stronger mobs will then deal additional damage to the weaker trash around them.
5. Critical Hits cause 90-100% of the damage dealt to chain to one nearby target. Subsequent hits may also crit, leading to a longer chain. This effect may occur once every 1s per target.

Frost
6. Blocking Direct Damage increases the effectiveness of your next Damage Shield granted by a fully-charged Heavy Attack, up to a maximum of X.
7. Restores additional resources if you land a Heavy Attack while your Damage Shield is intact.

I think you got something wrong: They are trying to reduce power creep, not enforce it.

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.
