Are cloak bugs fixed?

The bugs I mean are all the damage dealt and received instances which pull a NB out of their own cloak. Such as bleed DoTs, entropy from mages guild, or whenever the cloak user applies the magic damage status effects which most of NBs kit is magic damage and one of their abilities even applies it every tick. So is cloak going to actually work this update or not?
