Why aren't ALL homes available ALL the time? Minus Achievements Rqrd

I've gone to a few homes that I think I would actually buy, been prepared and find "Not available".

Just curious the reasoning on that. Is it coin related or space? or what?

To say it blunt, it's a marketing strategy relying on (recurring) limited time offers using some people's fear to miss something if they don't buy it immediatly.

Not limited to houses btw, most cosmetics in crown store work this way.

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

Exactly this. And it works very, very well.

When things are available indefinitely, people tend to put off the purchase indefinitely. The limited time offers tend to push players who are on the "buy it/don't buy it" fence to make a decision. For example, "This looks cool. But maybe I'll wait until I get more crowns from my next ESO+ subscription renewal," versus, "This looks cool and OMG ONLY 3 DAYS LEFT!!!! I better buy a crown pack because it will be gone by time I accumulate enough crowns from subscription!"

Yup. Motivates fence sitters. Also keeps players around because if they wander off, it might be in the Crown Store for the 2 weeks they aren't paying attention.
