is there an addon that will teleport me outside of the sugar bowl suite?

Not sure if I'm missing something, but the base game lets you teleport outside your houses. And that's a inn room so very inexpensive in gold to purchase.

Teleporting outside can be done by opening the map, choose a wayshreine, teleport
Or port to a group or guild or friendlist member.

Just choose to Travel to the Outside of any Inn or House you own.

Unless, maybe you dont own the suite. If not, do some Legerdemain for a few minutes and then you afford it.

Port to Friends House addon lets you keybind so you can teleport inside or outside your houses.

Ah, now I understood what you mean.
You want to port to the outside of your house, if you are somewhere else.
You can do that via the collections menu -> house -> port to -> chosoe "Outside".
If you want to do that with less clicks I think BMU (Beam Me Up) can do that too via slash commands like /bmu/* (check the description of the addon please) via setting favorites to port to e.g. or by other means.

And addons like Port to Friends house supports that too as harvey07 already mentioned.
