So i am not 100% but from what i heard, resto staffs scale off your base mag pool and templar healing spells scale off your base stamina pool.

is this right?

    Nope, all Class skills scale from the Magicka pool. Destruction Staff and Restoration Staff skills scale from the Magicka pool, all other weapon skills scale from the Stamina pool.
    Now it gets tricky - all weapon light and heavy attacks, including staves, scale from the Stamina pool.

    This means that in your case all of your class skills are Magicka dependand as well all the Restoration Staff skills. However the basic damage of the light/heavy attacks of the Restoration Staff will be affected by Stamina.

    Well more Magicka will increase your pool and the potency of your skills. I cannot talk about the endgame content, apparently sticking all your points into 1 pool is not the best idea as you will hit the soft cap so it is probably still good to put at least some into health.
    I personally am playing a jack of all trades templar so will be putting points equally in all 3 attributes.
    Also remember that you can respec your attributes at the special shrines if you don't like your choice - it will cost gold though.

    Depends if you want to heal. Generally speaking, class skills are superior to weapon skills so every class will have quite the investment in thir magicka pools/regen. However, you also have to factor in your armor also as light armor passives will aid your regen/pools better than heavy. Then you have the decision of mixing your armor in a 5/2 split (possibly) in order to take advantage of multiple armor passives.

    It's possible to stack magicka but remember that this game has soft caps that will diminish the effectiveness if you stack beyond the cap (in a sense waste your skill points/attributes).

    Restoration staff skills also are staff damage dependent ; if you have +weapon damage buffs, it will increase your heal values. Probably also true with destruction staff, but I haven't tested it.

    does anyone know if the NB skill siphoning strikes affects healing output? i know its reduces weapon and spell dmg, but does that affect heals as well? i suppose it does since heals scale from these dmg sources,
