Gamepad Buttons Triggering Multiple Actions on PC/NA

I'm having a very strange and frustrating issue. Since the latest update my keybinds / gamepad controls have been completely screwed up, with each button triggering multiple unexpected behaviors as though I had pressed several different keys at once. For example: pressing the right shoulder button opens the player menu, pressing Up/Down/Left/Right on the D-Pad causes my character to move in that direction in addition to using a potion/switching camera modes/etc, pressing the 'B' button makes my character jump and activates the third skill on my skillbar, and pressing the 'A' button makes my character jump and focuses the chat window--forcing me to use the mouse/keyboard to regain control of my character. I've checked the in-game keybinds menu, none of these 'extra' behaviors are actually bound to the buttons that are triggering them and I've verified that my gamepad works normally in other games.

I've taken several steps to try and troubleshoot this myself: Removing all addons and clearing unused keybinds, resetting all keyboard and gamepad keybinds to default, manually clearing redundant or conflicting default keybinds--even comparing my keybind settings with my spouse who also uses gamepad but is not experiencing this issue. I finally uninstalled the game, manually deleted the folder it had been in, redownloaded the installer and did a fresh install. Not only did the problem persist, but several of the custom keybinds I had made in an effort to fix the broken 'default' settings had persisted despite the reinstall.

I'm completely at a loss here and extremely frustrated because I was really looking forward to playing the new expansion with my spouse, but I've had to put off buying it because I can't even navigate the menus like this let alone play the game. Is anyone else experiencing this problem?

    Do you play the game via Steam? I had Steam overlapping XInput. Right click ESO in the Library then mess with the configs, try disabling steam input or setting it to defaults.

    No, I use the launcher. I did doublecheck that steam wasn't messing with my keybinds though, and I tested in another game and confirmed that the gamepad is working normally outside of ESO.

    I was experiencing something similar this patch, also on a controller on PCNA. Pressing up on the dpad and right stick click at the same time was putting me in first person, despite me unbinding first person completely. I couldn't get it to stop, I had to remap the buttons completely in a other software to eliminate the issue.

    Make sure steam isn't running at all in the background. Like right click the program icon in the system tray and choose close or exit.

    It wasn't steam, and like I said this only happened in ESO. No other games or programs were affected. On the plus side, when I logged in last night to try and grab my daily reward it was miraculously working again. So, ZoS gonna ZoS I guess.
