Ravenwatch item sets with process effects

I wonder why a passive set like Adept Rider is considered a set with process effects, because it's Major Expedition does not work in a no-cp campaign (neither Darloc Brae).
Hard to understand this logic and rules, especially because when slotting Concealed Weapon it's Minor Expedition is accepted by rules.

then theres other sets such as pariah which could be considered a proc that still does work in ravenwatch lol

that whole non proc business is confusing because theres no real indication what works and what doesnt, and some stuff which seems to break the rules (and in my personal opinion makes it incredibly boring)

Because No-Proc Cyrodiil was a half baked idea at solving a problem that ZOS had no idea how to fix (lag in Cyrodiil), and once it was released it was more or less abandoned.
