NPC face textures flickering in conversations

I just reinstalled ESO on Mac (I usually play on Windows or Steam Deck) and the game is running great with one exception.
NPC faces kind of flicker when they talk, but only in actual conversations with the conversation UI. They look fine in all other circumstances and I've seen no similar graphical issues in any other situation.
Here's an illustration, and it is limited only to their head. The patches you can see flicker seemingly randomly.
