Who is Knight Commander Jourvel's other daughter?

At the end of Isobel's companion quests, you can find Aurelia's mother in the little room at the Ancient Anchors Inn, and she thanks you for doing a great service to 'both of her daughters,' which caught me off guard. I don't remember her having two daughters and I can't find anything about another Jourvel daughter online. Is she referring to Isobel? If so, why?

✭✭✭Yeah, she's referring to Izzy as her second daughter.
Because Izzy grew up with the Jourvels, and the Knight Commander came to regard her as a second daughter over time.
It's all expressed in the questline dialog.
