Some NPCs have eyes with pupils that are too low

I noticed some NPCs in this game (e.g. the human guild vendor in Rimmen, I forget her name) have eyes with pupils that are too low, and expose a lot of white above the pupil. It looks really odd. Does anyone know if this is a bug or intentional?
