Does vampires only spawn in daggerfalls covernent?

I'm suspicious about vampires. Do they spawn in a zone at all alliance or just daggerfalls?

Vampires spawn in all 3 alliances.
You can contract the disease in the final zone of your alliance - by finding a rare spawning mob.
