To be honest, I don't think I have actually come across anyone using it yet. I had a few pieces drop but I've been selling them off to cash in while I can, so someone clearly wants it. PC EU Blackreach here

Couple of guildies have used it and do not seem to be impressed. Seems there have been some players that eat a lot of damage in logs, but most don't and for as much damage as you are doing to someone with it, you have to keep in mind they are also getting an equal amount of healing tics. Then its very shorty and has a cooldown.

I'd have to admit, that I prefer it this way rather than having it overtuned. Would not make for fun gameplay.

I got my first" killed X with Star Venom on my Dragonknight" using maras/snek/bloodspawn/markyn. I have stopped using this set on my Dragonknight however because rallying cry is five times as good. My friend and I are running this set on our Templars and have yet to get a kill blow with it because Radiant hits so hard.

This is an interesting set. It isn't designed to do damage, really.

What it really does is negate heals (HOTs).

If you think of it that way you can see the use of the set-- it creates a burst window for your damage skills. If the player is trying to get out of trouble using HOTs, they will frequently die, I have seen it dozens of times.

As predicted, it does nothing to Ball groups. It mostly punishes small group/pugs/soloes.

I tested this with Burning spellweave on a DK, applied with elemental susceptibility from range, then do burst combo.

But losing RC definitely makes you squishier, so as usual there are trade offs.

So in the SPAN of 3 sec's that guy took 16,380 Oblivion Damage. Yeah that set isn't Over Powered at all..

Each of those hits was because a heal over time effect proc'ed, each of those heals very likely had a larger tooltip than that tick of damage. So no. It isn't.
I've been hit with the set and while I could definitely feel the sudden jump in the pressure I was under, it wasn't unreasonable and is entirely dictated by how much incomming healing you're under.
If anything the set needs a buff, not in how much damage it does, or how often it ticks, but by allowing it to be applied more than once every 12 seconds (although each player should continue to be immune to it for 12 seconds after getting hit with it once). Right now the set is extremely niche.

the use cases ive seen where this set is most helpful is dealing with tower farmers instead of ball groups

its not great in 1v1, or against ball groups, but in small scale encounters (like in BGs or tower campers)
