Should there be a shame-list of spamming accounts?

I'm curious if there should be, or if there's a policy against naming and shaming players for exploiting the game for profit. Such as goldseller, and powerleveler services.

    I doubt you'll ever get this in the game. You can't even inspect a player, so I don't see how a person would be marked with this.
    It wouldn't be too useful either, in this game, imo.

    A public list should never be implemented, or people will try and use it to cause problems for people they don't like. Just report or block them in game, and continue enjoying ESO.

    Gold sellers are most often using a compromised account. And even in the event that they aren't, the account is a throwaway for them. They don't spam on accounts that they plan on keeping for more time than it takes for them to be banned.
