The illusion of progression. Give us a goal that should take a long time to complete, gives the average player a "reason" to keep playing.

Grats on making it to 3600 CP years ago, it is a shame ZOS will not truly make this system endless. As right now this entire meant-to-be-endless system defeats the purpose by it not being endless.
Above 2000 CP there really is no point to rush though, as there is nothing to do after reaching 3600. And all exp you make at 3600 is basically wasted exp/time. I'm sitting at 2.6k+ CP right now, with a few hundred exp scrolls still stashed, as there is no point in rushing to get more CP. Both in terms of using those CP, and in terms of wasting exp once one reaches 3600.
Also, remember what happened when ZOS switched CP 1.0 to 2.0. One-third to two-third of the exp from players was wasted, and totally removed. The only hope for CP is if ZOS ever makes a CP 3.0 which allows players to use tens of thousands of CP's without it making too much of a difference. CP 2.0 was insufficient, and this is coming from someone who loves the game.

It depends on how you play, because on a DD for instance you need different blue slottables for different builds, fights, and also depending on group optimization (for eg., you might need Force of Nature for more pen, etc.), and that's true for red CP too (for eg., some HM fights require extra blocking mitigation, so you need Bracing Anchor, or extra speed with Celerity), and thus it's handy to have all of these available on the fly, without having to reallocate points before a fight, and also spend gold, and for that you need >2000cp.

Yes congratulations. Accruing CP this way is maybe why some LvCP 1500+ still have trouble in random normals.

You'd do nothing with them because even at 1700'ish PC you run out of things to spend them on.
