Guild trader hired but not accessible or wearing tabard

Our guild hired a trader and it shows a successful bid on the History tab, and also on the guild main page it shows this trader as hired. However I'm at the trader now at 2:29pm EST and the trader is not wearing our tabard and the only options to interact are Bid and Hire.

Did we get this trader or not? Is it still flipping?

Update - 3:23pm EST and the trader still hasn't flipped. I've visited a ton of other traders and they all appear to be functioning normally except this one. Velyn Harbor Outlaw Refuge

Update #2 - 3:26pm EST and the trader finally flipped. Cancel the alarm. Thanks
