It can be purchased from the Impresario's Assistant after the Jester's Festival concludes.PC-EU @maitsukas

✭Some of the confusion may come from the current PTS situation. The EU backups that were restored for the last round never went through the Jesterfest, so the handover to the assistant never happened. And the impresario isn’t there, so you can’t get it from her.
