Cannot seem to finish Malabal Tor zone story quest

I've completed the Malabal Tor zone storyline, yet one of the quests does show as unfinished in Map Completion.

According to UESP, The Hound's Plan consists of finding the Silvenar—which I've obviously done at this point, having attended his wedding and all.

Will it resolve once I got to Reaper's March, or is something else off?

    Alright, I figured this out. I simply had to go back to Dra'bul to (again?) find Shaman Glazulg outside the arena and have him send me to find the Silvenar in Jathsogur. It started the "Hound's Plan" quest anew.

    The Silvenar was indeed outside the city and now the quest is marked completed in Map Completion.

    I'm pretty sure I already did this quest. I wouldn't have been able to continue beyond it anyways. This could be a bug.

    The Hound's Plan sends you to Jathsogur to search for the Silvenar, but is still available even after you've rescued him [...]
