So I'm not sure I get it. Do you want the game capped at 60FPS or is that the issue here?
In any case, my suggestions would be making an ESO profile in nVidia Controlpanel and capping your FPS to your desired value (i.e. 144) plus setting 60FPS for background (or tabbed out) rate and setting Vsync to either off or fast in the control panel too.
If you want to unlock FPS for ESO in game you can edit your SET MinFrameTime.2 section in Documents\Elder Scrolls Online\live\UserSettings.txt . I found the following values here on the forum:
Degault is SET MinFrameTime.2 "0.01000000"
Uncapped - "-1.00000000" (This seems to allow the game to run to whatever it can hit. I DO NOT recommend this!)
60 Hz - "0.01666666"
70 Hz - "0.01428571"
75 Hz - "0.01333333"
76 Hz - "0.01315789"
85 Hz - "0.01176470"
95 Hz - "0.01052631"

No, I don't want it locked at 60 in Borderless, I want it to to reach the same FPS I get when tabbed out/Fullscrened. I did check my UserSettings file, which now that I think about it should have remembered to mention I looked, and it is set to 144Hz, (0.0069444), so why it is capping itself to 60 when in Windowed or Borderless, and only when focused, is beyond me. I can't understand why the cap is removed once the game is unfocused for Borderless either.
