OK, I'm at the point now that I'm cheesed off and fracking bored out of my skull enough to ask:
Do the Ancestor Wrasse and Enmegalabzu even exist in the game?
Do I have to fish somewhere specific?
Do I have to do a quest to trigger them?
What?

Are you fishing with a friend to increase rarity finds?

Clockwork city is tricky, (same as coldharbor), because it uses only one type of water. It took me also 1600+ fishes for the last blue one.

I've stopped trying for now though, I was literally running out of bait. Ridiculous how hard those two blues are to catch.

If you don't get it after 15 minutes, log off, wait 2ish minutes, log back in and your look table is reset. I've had much success with this meathod.
