Whats the deal with these sets? The tooltips are not very high, with a cd of 2s, so why I see them in the bg that often, especially on sorcs. Is there any broken or secret interaction with Crystal/Crushing weapon?

Short cooldown, damage roughly equal to having a second enchant on your weapon. Savage Werewolf pre-nerf was similar, low damage, but short cooldown.
I don't think there is any secret interaction, afaik. The name of the game is loading as many damage sources as possible in the fewest possible global cooldowns.1
