Depths whorl pool proc is firing strange

So i will be killing 2 hit trash mobs and the whorl proc on the ground. This makes no sense.
A) they died in 1 - 2 seconds
they are dead

yep that's how it works. it's not meant to be a proc that is best used on 1 trash mob.
