Console - show both action bars

As a small quality of life improvement it would be nice to see both action bars on console. There is enough real estate at the bottom of the screen on console to show both action bars side by side, perhaps with the active bar having a glowing frame around it or the inactive bar dimmed. The back bar timers are not great so having the inactive bar in full view with full size icons and their respective timers would be a smart move and actually make bar switching as opposed to swapping much easier for players to make better use of, and track skills on both bars. Or at least provide players with the option to use side-by-side bars from a UI setting in the Options menu.
