Unable to play Proficient NPCs?

I just recently leveled to 6, and am now able to play expert NPCs. When I go to a table, there's an arrow over the Expert, and the Novice, but I'm unable to play the Proficient NPC. Is that expected behavior? Why can I play the novice but not the Proficient? Or is this a bug?

✭✭✭✭✭I don't know whether it's intended or a bug, but basically you can play against the Novice NPC at any level, or you can play against the NPC who's at your level, so based on your level the possibilities are
- Novice NPC only
- Novice NPC or Proficient NPC
- Novice NPC or Expert NPC
