Empowering Chains needs to be reworked

Since Empower will be readily available on Molten Armaments, Empowering Chains is now basically a useless skill. In PVP it could be used as a gap closer, but nearly no one did use it as Unrelenting Grip is the better morph for PVP. And in PVE, it will be totally useless next to Molten Armaments.
