Oakensoul Empower bugged?

Am I just missing something or should Empower on Oakensoul basically more than double my heavy attack damage combined with all the buffs it gives me? It's not.
I'm using an Ice Staff on a Warden for reference, all numbers reported from the current PTS version as of 5 minutes prior to writing, tested on a 3mil Target Skeleton, Khajiit.
Heavy Attack non-critical damage without Oakensoul equipped - 5650
Heavy Attack critical damage without Oakensoul equipped - 9693
Heavy Attack non-critical damage with Oakensoul equipped - 6846
Heavy Attack critical damage with Oakensoul equipped - 12428
All the buffs aside, shouldn't just introducing Empower alone to my damage calculation make my Heavy attack damage upwards of 17000 when critting if it's around 9600 without?
It looks to me like empower isn't working and the reason my Heavies are doing more damage is because of the other buffs it grants.

I used entropy from Mages Guild to add empower to my buffs list and without Oakensoul equipped, my heavies were critting for 17547
With oakensoul equipped, adding empower via mages guild had my heavies at 22518 when critically striking

MageCatF4F✭✭✭✭Curiosity and cats etc. Which dummy are you testing on? I don't have numbers but to me it seemed like I was getting zero empower benefit on HA as well. The plain 3 million dummy.
Regardless, my floor is still lower than on live.0 -

MageCatF4F✭✭✭✭Off the wall thought - do Target skeletons count as "monsters" for this particular effect? I'm always willing to believe its a bug, or my own testing is sloppy, but that crossed my mind.2

I am not sure, but upon checking, empower is not even added to your buff list when Oakensoul is equipped. It simply is not on the ring despite the tooltip saying it is.

SirLeeMinion✭✭✭✭✭Just another voice of confirmation: Oakensoul empower does not appear to be working.
Parsing on the 3M dummy with no Oakensoul, my heavy attacks were registering just under 9K DPS using DK molten armaments; empower shows on Bandit's UI with 100% uptime. Swapping in Oakensoul drops my heavy attack DPS to about 4K and empower does not show up on Bandit's UI at all. A host of other Oakensould buffs do appear, but I did not check to see if ALL other buffs appeared.0 -

Veteran players have been alienated and disengaged from Overland since One Tamriel, due to the lack of difficulty, and pushed into dungeons and trials; the minority of content in the Elder Scrolls Online. We can't take the repetition anymore, fix Overland engagement for Vet players. I don't even care if it's not combat related anymore, just make Overland engaging again.

Overland difficulty scaling is desperately needed. 10 years. 6 paid expansions. 25 DLCs. 41 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. Make a self debuff mythic. Literally anything at this point.0 -
Sanctimonia✭✭✭I wouldn't be surprised if the damage bonus from empower was additive with the Weapons Expert blue cp slotabble, and other % based sources of damage increase, like the ones in the blue tree, the 10% from lightning staff, berserk, etc...
There should however be a greater overall increase in damage than the ones your reported, even with all of the bonuses being present and the sources being additive, so something might be off with that empower bonus.
