We have seen many questions on other forums about the Alliance Change Token and whether it requires the Any Race-Any Alliance (ARAA) Upgrade.
The Crown Store Webpage does not indicate it can't be purchased w/o ARAA.
Yes, in-game the Crown Store won't let you physically purchase the Token w/o owning ARAA but many players refer to the Crown Store webpage as well and this added information would help them up front in knowing that they have to also make another purchase to use these tokens.
