I think it's about time that the devs reworked some sets to work differently while Battle Spirit is active or not at all. The same can be said for some skills. Give them different effects in PvP environments. PvE and PvP are two completely different worlds. In PvE, the NPCs can't complain about sets and skills being OP. In PvP we can. Stop "balancing" skills and gear to try to make them work in both worlds. They're never going to be perfectly balanced if you keep trying to accommodate them for both environments. All the time you spent trying to rework light attacks could have been spent in this matter. But of course, listen to the shareholders rather than your loyal community
