Didn't Receive Diplomat Ansei's Fragment After Quest Completion

So I completed the 'A Chance For Peace' quest a number of days ago, but I didn't receive the Diplomat Ansei Fragment. I have the deck though and have been playing ToT with it, but in my Fragments menu it's still listed as having not been collected. In my achievements, the quest is listed as having been completed.
