Grainy/blocky textures?

I just came back to the game from a long break, and after re-installing I notice some weird texture issues. Walls and surfaces tend to look grainy and blocky, usually when dark via shadows or night time. I run the game at max settings and have a 1060 6GB card with the latest drivers. I'm not sure what could be causing the problem, and any advice would be swell!

    Update: It was FSR mode. I turned it off and that fixed the problem! I should know better, but I didn't. Oh well, lesson learned.
