Same.. but it only happens when im on my university's network. my home network and even internet access from my phones hotspot allow me to connect with no problems.

I would assume it is a port forwarding issue do a search of the forums for the ports and read up on how to forward ports in your modem.

University networks as mentioned by bale tend to use proxy servers and restrict the ports you are able to establish connections on.
