Hunding's Deck Delve Fragment

I've killedat least 30 delve bosses, and the Delver's Ansei Deck Fragment refuses to drop for me. I got the other fragments extremely quickly. I've tried switching characters, I've done all the delves, and the delve quests - nothing. Bugged? Unlucky? How long did it take to get your delve fragment?
